Yes, atleast interceptors and all elite cruisers besides the hac are missing from the npc-stations' list of producable-groups. Therefore broduction is impossible.

I had the very same problem. Had to delete character file from the cache/settings to fix it. Unfortunately this nullifies all the character settings. This doesn't affect the user settings though so Overwiew settings are unaffected. Bea
